i personally love the idea of using the elements from the "tales of" series, but try, or try to get the person you do get to do this, to make it stand out and make it your own. you can also probably make the game work similar to how guilty gear makes their adventure modes. i also like the idea of having this game being an mmo with free roam outside of battles, but that might be a bit too much for any team to tackle without a sponsor, so i will have to leave that in my own dream land lol. character customization has to be in it however, because it's something that everyone wants in an RPG, and if you deliver just that, i think everyone can get over not having multiplayer/online due to that being an achievement in itself. it will also give the game some since of immersion, and, even though on a technicality, replay value. i also like dragon999965's idea of being able to use currupted alpha, but i think that he should be a boss at some point to try and help him gain his scenes back, and also i think for the people who dont feel like wanting to create a charactor, they can choose between the 4 guys in the gang and play as that charactor. also, have a 'donate' button for people who want to help the series, as well as in-game items that you can work for, but you can also have the option to pay for it if you wish.
i think that takes care of everything that imo is a good idea to put in the game, but i think you should follow what you feel like the game should have. i dont want the game to come out as this hate-filled creation of yours, cause it might show in how the game works xD
I actually would like that you had character creation and make classes like, shooter, warrior, thief, mage, etc and also that you would be able to chose an element
I think a side-scroller w rpg elements would be good, but you need to add rows of up and down. I think the combat should be like smash bros, but with health instead of launching. Character customization is a need, but you should be able to play as alpha and the gang in case you don't want to go through the process of making a character. Character creation should be like described within the show. You should also be able to change colors of avatar parts and maybe even design the parts if you want by drawing. You should probably use a line perfecter for that. Updates should definitely be used. If done right, this game could become the next W.O.W. Anyways that's my opinion on what you should do on the game.
I'd like to see a Megaman BattleNetwork style of game. It would follow the storyline drectly, and combat would take place in a similar way to MMBN. Though instead of a cust screen giving you battle chips, it would be the character moves, with seperate codes and such. However, to prevent it from being too difficult, there should be some form of recovery available to all characters.
I'll make it myself once I purchase RPG maker. Though keep in mind, if I do, It'd take a while and probably wouldn't have customizations. However, once I'd finished making a game out of the main story, I'd make a sequel that still focuses on T.O.M.E.'s 5 heroes, but I'd incorperate my own characters and probably a few new story arcs.

TBH this also depends on your budget, both monetary and time wise.
You could go the epic experience of an MMORPG like the game is, but let's face it, it's just not really something that you can take on without being sponsored and heavily staved. As much as I would like to see this happen, I don't think it's the route to go, maybe after this show hits a major network (and I think it will).
Your other most powerful option seems like what you have described: Sidescroller RPG. This is definitely the stage it's at now, it's also much easier to add content to such a thing.
Now you have to think of what features to include...but do them in a cost effective, non time consuming way.
-Multiplayer, this requires networking and dedicated servers, with some sort of staff to monitor them and needing some kind of player support team
-Custom Main Character, this is additional programing and adds time. However just modifying the appearance of your avatar isn't really much. Your moveset and theme would have to be custom as well. Even the big MMOs still don't have the tech to handle that. Maybe choosing from classes, but even that can be a little bland, however an improvement.
-Keep it fresh, to do this instead of this game being focused on the storyline, how about levels where you get from point A to point B, maybe a boss player of some sort, and have it take place inbetween or unknown scenes of TOME, you can use this to add depth.
-Signature TOME Animation, everyone has their own animation style, and yours is distinct, let it remain this way in the game. If you have to you can revert to original TOME sprites, but keep the style the same to the show.
-This game should be awesome for everyone, that's no doubt, but give us a chance to help you, add some premium content, something that isn't needed, like...(flamegirl Sex Scene *JK*) a new costume, or the ability to use a different sprite, but keep the gameplay the same, or maybe an xp multiplier, or buffs, etc...
-Have the characters be overdramatic when fighting by yelling out their moves like your link cameo and long lived avatar
-Let us use corrupted Alpha at some point
-Make sure there is a battle grid up (TOME 101 lol)
Also you may of backed yourself into people expecting a shady minigame guy...
These are all of course opinionated, it depends on what you want to put into it and what you want to get out of it.
